HML Checker

Add functions to load and to load+update the configuration file.

Note: There is no "save" function because when you want a configuration option saved it will be merged in with the existing configuration file, so if the file was updated outside of the application it won't overwrite "all" of the configuration file and will also trigger the application to reflect externally made user changes to the config. (Mostly for development testing without immediate UI availability)
